Unbalanced NUMA nodes

[Windows 10]

I recently setup a dual CPU system with 36 cores, 72 threads. When trying to use it with heavy applications, I notice that only one of the NUMA nodes is really being used, and it's the one with only 8 threads that's being mostly used. Is it possible to make it have 36 threads on each NUMA node through windows? I've tried to check bios, can not find anything. Both CPUs are recognized and show 18 core, 36 thread on each.
