unable to work with files

Windows 11 Pro 22000.527i keep encountering a strange issue that i have never in all my days - going way back to MS-DOS 2.0 and Windows 3.0. it is files that are seemingly locked, corrupted and unable to be accessed by the filesystem. this is occuring with both directories and files on two seperate drive types. the only response from both windows and the command prompt when trying to work with the files is an access denied error.. i have tried using chkdsk, i have tried manually deleteing the file under safemode, i have tried using takeown, but i am unable to change the security setting on the
