Unable to update Windows 10 via several methods

I am currently running Windows 10 Pro V 1909., I am trying to update but I am having quite a few issues.


I don't know if this is the cause or unrelated but I recently changed my licence key, I realized the one I was using was a volume licence and I have now changed to a Retail licence.


In Windows Update I can "check for updates" and it finds a Windows update, it downloads and installs but requires a restart to install. When I click restart now I get the following error " We’re having trouble restarting to finish the install. Please try again in a little while. If you keep seeing this, try searching the web or contacting support for help. This error code might help: (0x80070005)"


I did some research and have tried a few things.


I have run the troubleshooter, It says it has fixed some issues but the error persists.


I have used the Virtual Agent and followed its instructions to resolve the issue which includes running Dism and sfc in command line.


I have followed the instructions at this site to manually reset Windows Update How to reset Windows Update components on Windows 10 • Pureinfotech After doing this I downloaded the update again but I still get the same error.


I downloaded the Media Creation tool and used it to try and update, It downloaded and installed part of it and restarted but the update then froze on 23%. Even the screen animation froze, I left it like this for a couple of hours and nothing changed forcing me to reset. After the PC booted again the creation tool displayed this error "the installation failed in the safe_os phase with an error during migrate_data operation".


I am now at a loss as to how to resolve this issue short of a full reinstall of Windows.


Any help greatly appreciated.
