Unable to update from Windows 11 23H2 to 24H2

HP 400 PRO G9. When trying to update from Windows 11 23H2 to 24H2 it fails with 0xc1900107. When try via the direct Windows download option I get error 0x80070652. I rebooted, Verified no pending updates other than 24H2 (including optional updates), ran DISM/Restore Health/SFC Scannow and comes back clean. I verified there are no HP updates. I did the net stop/restart proceedure including deleting the contents of the download folder. When I run the Windows update troubleshooter it says it detects issues and fixed them, but when I run it again and again, same results. The details of the error
