Unable to turn on any features from 'Turn on or off Windows Features' in Control Panel, Audio Codec Issues, Dolby Audio not working.

I recently did a clean installation of Windows 11 23H2 on my laptop. After that I keep getting an Error in MS Store about .NET Framework Initialization. I also noticed none of the videos on my laptop are playing any sound. If I play the video through VLC it works but under Media Player or Films & TV it doesn't play the audio. Also my Dolby Audio app when opened displays a message saying "Unable to Access Dolby Audio Drivers. Restart the PC and if problem persists reinstall the drivers." I have tried reinstalling multiple times. I feel all these problems are connected somehow. I cannot turn
