Unable to turn off OneDrive sync

[Windows 11]

I am unable to turn of OneDrive syncing. I have multiple device under one MS account, and I do not want the files to sync across each device. When I toggle off the each one (Drive, Photos etc) the “Save Setting” button grays out.
