Unable to shrink disk beyond a certain point

I have tried disabling hibernation via cmd, disabled system protection, and disabled paging (All solutions found from researching), and yet I am still unable to shrink above that amount.Here is what could be the culprit of this according to my event viewer, I have read that this file and folder is important and shouldn't be tampered with, is there any bypass or fix to this?
