Unable to set up new Windows Hello PIN

I am setting up a new HP Laptop.I turn it on and the initial screen appears. I click on the screen, and my login screen appears (with my login ID and the option to sign in, which is the only option that appears). I click on Sign in, and the screen to enter my Microsoft Account password comes up. I enter the password, hit enter, then the screen to create a PIN comes up. I click Next, and it says Something went wrong. I click Skip for now, and I get kicked back to the initial screen.What can I do to get to the point that I can use my laptop? Keep in mind that I never see the toolbar show up.Than
