Unable to reset windows pin

[Windows 10]

I tried to log into my laptop this morning. It’s not giving me the option to use my finger print and is saying “something happened and your PIN isn’t available. Click to set up your PIN again.”. When I click set up my pin it brings up a window to enter my windows account password and then I can choose to send a text to myself for the digits to authenticate my account, yet the text never arrives. Therefore I am unable to sign in or reset my PIN on my laptop. Any suggestions?
