Unable to renew IP address - receiving Media Disconnected Error Code

I use two different portals on my laptop (Lenovo) for a part time job and also a medically necessary portal. I received errors from one of the sites saying that my IP address is showing it's inconsistent with my location as if I'm using a VPN, which matters for my medical portal. I tried to renew my IP address to reset it, but am getting disconnected media responses. I'm not a technician and am not very tech savvy so please make responses as simple as possible (thank you!). Their IT support was of little help. Could someone walk me through how I could fix this please? I'm using an owned router
