Unable to re-download Photos application after attempting to troubleshoot Photos failing to launch and jamming [0x80073CFE]

A follow-up post to the original thread here, all information in said thread still apply.I am now experiencing an 0x80073CFE error, and now it won't get past the downloading part of the process.I have re-installed Windows using this option to repair problems using Windows Update, which causes this new error code to appear.I have tried some but not all solutions in this thread.
