Unable to Open File if I Have Write Permissions - Can Only Open WITHOUT Write Permissions

A user reported that they and a coworker were unable to open a specific MS Project file in a file share. The can open all other MS Project files in that share and could open the problematic file last week. What's strange is I am able to open it with my user logged in. I can "Save As" a copy of the file and they can open the copy I made. When they copy the file (copy/paste in Explorer since they cannot actually open it), the cannot open the copy.
