Unable to modify anything requiring security permissions

I am running Vista Home Basic on an Inspiron 640m Duo 1.86GHz, with 2G RAM.
This morning I accidentally messed up something in Sys32 folder permissions
while trying to take ownership of a file. I tried to run system restore but
the screen just flickers a bit and nothing happens. It looks like I have made
it so that anything that normally requires permission does not work
(including editing permissions in files!) and I get the error #65535, often
accompanied by (null). i.e., I have accidentally removed the system access to
Sys32 files and cannot modify the access priviledges because they need
access.....Anyone have any clever ideas as I am feeling pretty stupid here.

Just to clarify a few things. I also cannot access User Accounts via control
panel and get only the message "page failed to load". I cannot run msconfig
from the cmd window either. I get the file system error 65535. So it looks
like UAC is stopping UAC from running.....Does anybody know a way to turn off
UAC without having to go through the UAC pathway that is currently "enabled"?

Hi,

You might try running the "sfc /scannow" command from a elevated
command prompt. If it will not let you, try doing it in safe mode (F8)
at boot. Here is a link for how.

I dont have the run as admin option when I right click, and when I try to
run it says I "must be an admin running a console session" to run the
activity....I will try it in Safe mode though I expect the problem will crop
up again any time I have to type in the "continue" prompt from UAC, the
problem is that that prompt does not come up and nothing happens.....
 
So I re-ran in safe mode and it seems to have fixed the problem, even though
the SCANNOW function said that it was "unable to fix some problems".

Glad to have been of help. You might check to see if you have the "Run
as administrator" when you right click "cmd". If so, try running it
again to see if it can get the "unable to fix some problems".

You may also run a Checkdisk to hopefully repair any corruption on your
hard drive. You can find details on how here:
