Unable to login windows after BIOS update. Getting an error " Something changed unable to locate the key"

i am able to locate the key in the following location "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC" also I have tried grant permission using "icacls "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC" /grant "domain/username"OI)(CI)F /T however the command did not complete successful. i am getting access denied. I have tried this on Elevated cmd prompt in safe mode.
