Unable to log into admin account, safe mode or reset PC

I am the administrator on my sons PC and am currently unable to log into my account, access safe mode and have tried to reset the PC but just end up with a screen that looks like this and has stayed like this for hours, even overnight until we cancel it: Is there another way I can hard reset the PC?
