Unable to install update - 2024-06 Cumulative Update for Windows Server 2019 for x64-based Systems (KB5039217) - Error 0x8007371b

Updates to Windows Server 2019 still continue to fail. The message received after each attempt is "2024-06 Cumulative Update for Windows Server 2019 for x64-based Systems (KB5039217) - Error 0x8007371b" The last two updates have failed to install.The Update Troubleshooter reports that it can not find any problems.
