Unable to install a driver

[Windows 10]

I'm trying to connect my laser machine to my new surface laptop. I am getting the prompt "cannot complete the device driver installation wizard". I've tried downloading from the site, I've tried uninstalling and reinstalling, I've tried a different port, I've tried everything.
