Unable to hold down shift and right click on icon in taskbar to get login as menu option for ADUC application

This just started recently. If I hold down shift, and right click on an icon on the task bar, it doesn't bring up a menu, it just loads the program. If I don't hold down shift it brings up the basic useless menu.I have cleared out the File Explorer memory, rebooted, removed and re-added one of the icon's (active directory users and computers), and deleted all the files in the explorer cache. Made sure it has all the latest windows updates.I need to be able to right click on ADUC and log in as other user or I don't get enough admin rights to edit user accounts in AD which is a major issue.It
