Unable to extend C: Volume to adjacent Volume on Windows 10

If I right-click on my C: partition, the Extend function is greyed out. I was hoping I could extend into the adjacent volume since it is empty and NTFS formatted as the C drive is. I tried formatting the adjacent (X:)drive and/or deleting it but this did not change the C partition options(extend greyed out).
