unable to enable "stream HDR video" in Windows HD Color settings (windows 10)

hi all, I'm able to enable "Use HDR" within the windows HD colour settings, however I cannot turn on "stream HDR video". I turn it on, then when i leave the page and go back to the setting it will be off.A Microsoft advisor told me to do an in place upgrade to fix the issue, but this did nothing.Windows is up to date. I am using a dual monitor setup in extended modeGTX 1650 32GB RAMi7 2600MSI g27cq4 e2 display x 2Windows 10
