Unable to boot Win11 to safe mode, USB drives also not working

My PC is in a continuous reboot loop after attempting the 24H2 update, the BSOD pops up, and the system will not enter the recovery environment after attempting to trigger it with the multiple rounds of restarts. The specific BSOD error is Driver_PNP_watchdog.It's a very well equipped HP Envy that's probably 2 years old. Initially when I tried the update it let me access the system but showed the update ran into an issue, I selected the option that said to repair/reinstall.
