Unable to boot into safe mode or USB drive containing windows 10 installation

Well, I had a PC with nvidea graphics card runnning Windows 10. Then one day it started to hit max resolution of 800x600, disabling driver and using Microsoft basic driver. I decided to plug monitors into graphics (dvi and hdmi) on the motherboard. Both monitors worked fine but there was a third (claimed wired graphics in Advanced graphics settings). I was determined to remove the third phantom monitor. Tried everything and in the end enabled original boot in MSCONFIG. Rebooting I lost output to monitors. After this I tried to start in Safe Mode (switching off/restarting method) but could not
