Turn on Windows 11 Security feature for downloaded apps

I recently was helping a friend install a driver for a Wacom tablet. The tablet is around 10 years old and the appropriate driver would not install. I got a prompt that a Security feature in Windows 11 was blocking the installation. I was to go to the Security section and change the preference for blocking apps. I wanted to activate the feature again but it won't allow me to choose that option. Will I need to reinstall Windows 11 or is there an easier way to return this feature to default option.
