trying to turn off s mode

im trying to turn off s mode off my windows but no matter how much i try. its still there. its like its forced on my pc. i watched diff tutorials but it wasnt much to help. why the hell should it be this hard to turn off something this simple? the reason i want s mode to go off is so that i can download apps without it warning me and not letting me download becausem its ;dangerous:
