Trying to transfer license

I bought Windows 8 Home, and got the free upgrade to Windows 10 Home. My old hard drive died while I was transferring it to a new custom build, but that's fine, I had a USB installer I could use.The USB installer, and a fresh windows installer I downloaded today, only installs Windows 10 Pro. I don't even get the option to select anything, it just defaults to Pro. Of course my digital license is for the Home edition, and signing in to try and activate as outlined in the online guides for this, with the "I recently changed hardware" it reports it is unable to activate, "We can't find any dev
