Trying to install Phone Link

Trying to install Phone Link on Win 11 PC, but clicking on [Launch Phone Link] does nothing. No error message. It's not already in the apps list and doesn't appear on the taskbar. I am using this link: Use Phone Link to Sync Your Android or iPhone to Your Windows Computer | Microsoft for instructions.
