Tray Icon settings in Windows 11 drive me bananas - Google Drive keeps getting hidden

Windows 11 redesigned the tray icon settings functionality. In Windows 10 and prior, I could say "always show tray icons" and that settled the deal. In Windows 11, it doesn't work. Instead, I have to manually go into "Personalization | Taskbar | Other system tray icons" and then turn things on. It's inconvenient, because every time I install a new program with a tray icon, I get the heinous overflow arrow and I need to go into settings and add that program (to emulate the legacy behavior).
