Transparency effect when Alt+Scroll, how can I disable this function?

When I try to use Alt+Scroll in Premiere, Davinci or any other application my window fades out but not completely and I need to disable this feature so I can use Alt+Scroll in my applications like I used to.Does anyone know how to fix it?
