Transferring a windows license from the hardware from a bare metal install to a VM on the same hardware it was originally installed

I have seen multiple and conflicting answers to this question. My intention is that there will only be one activated windows instance I intend to relocate it from bare metal into a VM on the same machine where it was originally installed. (4 different machines each with their own windows license). If I have what is probably an OEM key in each case from the current installation would an ISO install into a VM be able to activate each machine's windows key ON THE SAME MACHINE it was originally activated on?
