Touch screen is not working under windows11

I have 70" TV with IR touchscreen kit installed. This setup is working fine under windows10, after upgrading win11 touchscreen strarted working wierdly. "tap" is only working with file explorer, task bar, microsoft store. Tap is not working with any internet browser, also scroll not working etc. I noticed that if I put one finger with one hand still, than with the other hand touchscreen is working perfectly. Strange . Tried with another win11 laptop (extending second monitor) the result is the same, with a win10 laptop extending to this TV with the IR kit, works fine.Something is wrong with
