To purchase a new laptop having Windows 11 and get everything as is from my old pc using win 7

I am using a very old Packard Bell laptop running on Windows 7. I wish to purchase a brand new pc having latest Windows 11 and aim to replicate exact functionality of current device and transfer ALL of the data.What is the best way of achieving this?(I believe all data is presently backed up to the Norton cloud server.)Also as an example, I have info on Word (2013) and once I've obtained a new computer presumably having latest Word programme - after transferring all data, I assume all my letters etc would be accessible on that latest version?My present device would not support Windows 11; so
