Time cannot be changed

Hello, this will be a long question as I would like to provide as much information about my problem as possible! I have recently moved to a different time zone (+3 hrs) but am unable to change date and time, even though my account is administrator. I have tried to change it through regular settings, but set automatic time zone is unavailable and manually changing the time never gets further than clicking the 'change' button repeatedly to no avail.
