Threat Blocked but still see file and cant remove from Window Security.

Hello I was alerted to a severe threat from windows for a bad download that had a trojan. Windows says the threat is 'Removed' and it does not reappear after any scan, (full, Quick, Custom, Or Full Offline). Yet i can still see the zip file and cant remove it by any means (Command Prompt, PowerShell, File Shredder). Only option is 'Allow' from windows security and any attempt to remove with various means fails. Currently cant access in any way, cant delete, as file not found or restricted (get both of these warning). While it says location is pictures its not located there even with hidden fil
