"This sign in option is disabled" won't go away after 2 hours?

A week or two ago I typed in the password to my laptop incorrectly too many times, and was given an error message saying:"This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns. Use a different sign-in option, or keep your device powered on for at least 2 hours and then try again."I've had the laptop powered on for more than two hours at this point, and it still shows that message when I try to log in. All of the solutions I've seen online so far either require logging in and changing some settings (which I obviously can't do) or using a different sign in opti
