"This action can't be completed because the file is open in Shell Infrastructure Host" when editing file directory.

When I try to rename, delete, change the location of, or change anything about any file on my computer, I'm met with the prompt "This action can't be completed because the file is open in Shell Infrastructure Host". This has been going on for a couple weeks, it's always completely random at some times, but consistent when it does happen. I feel like this is a result of a recent Windows 10 update. I've tried everything I can think of which includes, restarting file explorer, cleaning up my storage on all drives, looking for malware and new updates, restarting my PC, and ending task for Shell In
