There lock icon on file\folder which does not allow me to open or share my files.

There is a lock icon on my files and i can't open or share them, These files are on my external hard drive. This is done from windows 7 on my old desktop which i don't have now. My current OS is WINDOWS 11. I want to access these files, I already tried some methods such as TAKING OWNERSHIP, Using third party application, but none of them works. Kindly assist me in resolving this issue.
