"the specified procedure could not be found" error found everywhere

I am having various problems right now, firstly anytime I open just about any software it gives me the error message "the specified procedure could not be found" it happens on image files, when I try to run VLC, I can't run anything as an administrator including CMD which is what I need to run a scan, I am also unable to install my anti virus software because of the same error. The other problem I am having is I cannot turn on windows security, when I try to activate it again it opens the window asking for permission to run I hit yes and nothing happens then I tries to get me to restart it but
