The setting to turn Efficiency Mode off for all apps is missing

I use Windows 11. When I'm playing games, sometimes I get lag spikes when Windows automatically puts the game into efficiency mode. I can manually turn it off, but it doesn't solve the issue of the lag when it gets activated the first time. Apparently there should be a setting to turn it off in Settings > System > Power and battery > Battery usage, but nothing related to Efficiency mode is listed under there. I've checked every tutorial I can find that lists this setting and they're all using a reasonably up-to-date (no older than early 2024) version of Windows. Does anyone know wher
