the scroll bar keeps going down or up depending what I open by itself.

When I open the an application the scroll bar keeps going down or to the right if the window has a horizontal bar. I tried a few solution online but none of them stopped it. Forgot to mention it happens only in a few applications.It also happens with the volumen it goes up by itself when i hover the mouse over it.
