"The references account is currently locked out", but I haven't logged in with an account on this pc.

I was setting up a new laptop, when I added my windows account it gave me an error, I restarted my computer and now whenever I type in my password it tells me: "The references account is currently locked out...", when I check my account on a different device it shows that I don't have any devices.I'd love help troubleshooting this problem.
