The option to set a password on my computer is not showing because i deleted NGC folder.

I am using a Dell G3 15 laptop and the Finger Scanner part of my laptop was not working so I watched a video on Youtube and deleted the Ngc folder. But it turned out wrong and when I turned on the computer the password option disappeared and the screen became blurry. I think it is related to Windows Hello but I don't know how to fix it. Please help me fix this.
