The "every time i visit the webpage" option in IE11

Hello;

one of our application owner in my company wants to enable an option the IE11 in the "Browsing History" call "every time I visit the webpage"...

kindly I need to know the possible impact if I changed this option (the default choice is Automatically); and it is possible to choose this option to a specific webpage or it will be applied to all webpages I visit...
