the application was unable to start correctly 0xc00009a on windows 11 through cloudpager

I am unable to open an application and keep getting this error message. I tried sfc/scannow and CHKDSK /F on command prompt and both showed no types of file corruption or corrupted hard drives. I do not know how to get rid of this message. I have windows 11-pro and a 64bit operating system. Please help if possible.
