Taskbar, settings, and network issue

Randomly after turning my laptop off and turning it back on, my taskbar took minutes to load up onto my screen. And now my settings either takes minutes to load up or doesn't load up at all. As well as that I completely lost access to connect to the internet and its all out of no where and I don't know what the issue could even be.
