Taskbar not showing up and most applications not opening

For a while now my laptop has had the taskbar disappear (usually replaced with either a black box replacing it or just being entirely absent) and as well most of my apps appear to not be working and will not open.so far I have tried:scanning with my antivirus in case it was malware causing the issue (nothing was found)"attempted" to factory reset (settings will not open no matter what method I use)
