Taskbar hiding as if there's a fullscreen app when there isnt one (win 10)

The taskbar is hiding itself (eg unreachable as if there's a fullscreen app), instead of being able to hover over and access it, it happens no matter what is taking up the screen, and stops happening as long as no app is full-window (despite not being fullscreen), restarting WE didnt work
