Taskbar flashing and black screen

I updated and shut down my laptop as I usually do when I get the notification. I tried to start my laptop back up and everything was fine until I logged in. After I logged in it was a black screen with the bottom task bar flashing. I can run task manager and was able to get CMD open but I can’t open settings to open windows troubleshooter or rollback the update. How can I fix this?
