Taskbar acting weird whenever I connect to internet

Recently I'm having issues with my pc acting suspicious whenever I try to connect to the internet.First obvious problem is that my task bar disappears or stops responding for a while and after few minutes taskbar icons start appearing one by one.Also slowing down in performance and occasional lags and crashes has happened.I've tried almost everything for fixing this issue, from running sfc and malware scans to checking app activities and also reinstalling windows!Please help im stuck with this problem and it stalls my job.
