Task scheduler works only with pc on, regardless of settings

[Windows 10]

I have it set to "Run whether user is logged on or not"My task is mspaint /p c:\testprint\yourtestpage.gifI have it set to print weekly, but alas it only prints when the pc is on and the user is active.
