Task bar won't re-open apps.

I'm having a problem with certain apps on Windows 10. When I open apps like Clock, OneNote, and Settings (system app by the looks of it) for the first time, they work fine. But if I minimize them, I can't get them back. Clicking the taskbar icon or using Alt+Tab does nothing but that windows chime. I have to literly close the app and open it again from start. Here's what I've tried so far: Restarting my computer Checking for Windows updates. This is really slowing my down, hopefully someone has an answer
